Grassroots organizations are guided by a Disabled Peoples' Organization to Development (DPOD) at district or sub-district (thana) level. [link to Locations] The district DPOD is the focal point for the disability movement in the area. After the PSID program has been implemented for an initial three year period, the district organization is registered as an independent NGO with the Bangladesh Department of Social Services or with relevant authority. The DPOD remains affiliated with BPKS at the national level.
The district DPOD has the following roles:
- to support the grassroots Disabled Peoples' Organizations to Development (GDPODs)
- to be a training and resource agency for the disability movement in the area
- to conduct lobbying and advocacy on disability issues
- to conduct monitoring and evaluation of the implementation of the PSID program in the area
Two members from each grassroots DPOD are elected by their peers to represent the grassroots members at the district General Council. The BPKS Constitution requires that at least one of these representatives is a woman. The General Council is the main decision making body for the DPOD. It makes decisions about finances, future directions, activities and management.
Seven or Nine members of the General Council are then elected to form an Executive Council for the DPOD. The Executive Council ensures that the decisions of the General Council are implemented and programs delivered.
A DPOD Director is employed by the organization. It is the role of the Director to ensure the day to day running of the DPOD, to conduct liaison and advocacy work, and to implement the decisions of the General Council, including organizing activities such as training and fundraising.
