BPKS is a national level organization that has strong links to the grassroots and district levels in Bangladesh. The structure of the organization follows the Government administrative structure for Bangladesh. BPKS operates at the national level, and its member organizations, Disabled Peoples Organizations to Development (DPOD) operate at the district level. Further, grassroots activities take place at ward level (the lowest tier of Government in Bangladesh) in organizations called Grassroots Disabled Peoples Organizations to Development, which are linked to the district level DPODs.

Any person with a disability can become a member of BPKS regardless of their type of disability, religion or socio-economic status. Representatives from grassroots organizations are elected by their peers to represent their communities at the district and national level within BPKS. This mechanism ensures that BPKS is an organization made up of people with disabilities, making decisions for people with disabilities and managed by people with disabilities at every level.

BPKS is committed to developing Disabled Peoples' Organizations at all levels of Bangladesh as we believe this is the only way to develop a united and effective grassroots disability movement in the country.

Bangladesh has 64 administrative districts which are clustered into six administrative divisions. Districts are comprised of a number of upzilas, which in turn are comprised of unions. Under unions are wards, the lowest tier of Government in Bangladesh. There are 472 upzila, 4 468 unions and 40 212 wards in Bangladesh.
