As a result of its first ten years (1985-1995) of its experience – a period where input from disabled persons themselves carried great weight – BPKS designed an innovative strategy entitled "Persons with Disabilities' Self-Initiative to Development (PSID)". Under this strategy, persons with disabilities are directly involved in planning, decision-making, implementation and the on-going management process of the PSID program. PWDs' involvement in these processes spans from the grassroots level to the national level. In every sense, PSID is a service delivery system which enables persons with disabilities to contribute to their own development through their own initiative and, in the process, to actualize the nation's development.
What is PSID?
PSID is a human-rights based approach that encourages disabled peoples’ initiatives, participation and ownership in the development process. It recognizes that disabled people can and should participate in and contribute to the mainstream development process, and believes that the advancement of PWDs brings positive changes for entire community. Thus, PSID introduces a unique, innovative, and needs-based service system that facilitates PWDs’ sustainable development across the nation through localization of power and ownership of services with and by the PWDs.

PSID strives to eliminate prejudice, and discrimination and to eliminate all barriers to basic opportunities.
Goal of PSID:
To ensure the rights, the participation and the actualization of opportunities equally for all persons.

PSID upholds the belief that the successes of persons with disabilities and the successes of their organizations influence and enhance the entire community and thus indeed actualize and accelerate the overall development of the nation.

[PSID Impact]
Methodology:
PSID is a sequential program that allows a gradual turnover of ownership through formimg and capacity building of PWDs and their own local disabled people’s organizations. A three-year intervention package is designed for effective replication of the PSID approach for PWDs of a particular geographical area. During the intervention period, local PWD-members associated with GDPODs, and a subsequently formed DPOD, develop the necessary skills to independently manage and develop their organization. This process is accomplished in three steps:
- BPKS manages and has legal responsibility for all management and financial matters of, and all training offered through, the Grassroots Disabled Peoples’ Organizations to Development (GDPODs) and their local coordination office (PSID Center).

The management, financial and training responsibility is provisionally turned over to the Center Management Council formed with disabled persons representing local GDPODs. During this time, BPKS supervision continues and areas of deficiency are identified and corrected. Once BPKS has full confidence with the capacities of local disabled people for self-running the Center Management Council Center and all programs, the third step takes place.

Full authority and responsibility are turned over with formation of the General Council and the entire project is fully localized. The Center now obtains its own legal status as Disabled People’s Organization to Development (DPOD) and has full responsibility for all financial and managerial requirements. However, the General Council (GC) continues to place two members on the National Council of BPKS, assuring its continued input to national decisions, actions and policies of BPKS and insuring the continued interest, involvement and understanding of national issues and the position of disability issues in the overall national agenda.
Once the DPOD is fully localised and the ownership placed with the local PWDs, that DPOD has responsibility for the development of other DPOs in the local district. This process ensures the continuation and sustainability of PSID program in the area.

The PSID Program has been carefully designed to ensure the sustainable development of PWDs so that they have the requisite skills and knowledge to assume full responsibility for the management and continuation of their PSID program in their respective areas. The present project, with its training, financial development program and empowerment activities, provides the foundation necessary to ensure the sustainability of the PSID program.
