Advocacy
and lobbying on disability
policy intervention:
Bangladesh has in place
many sound policies regarding
disability issues - such
as the Disability Welfare
Act, accessible physical
infrastructure and the
National Action plan -
and is signatory to many
international targets
and standards regarding
disability. However in
practice the disability
perspective is not considered
by policy-makers and implementers,
with implementation of
existing policies lacking
both at the national and
local level. This has
a significantly detrimental
effect on the situation
of PWDs throughout the
county. Actions are taken
to ensure the implementation
of sound policies and
programs relevant to the
disability issue, thereby
improving the situation
for all PWDs in the country.
Meetings with government
officials and NGO workers
are held across all working
levels. Memorandums containing
recommendations regarding
policy directions have
been submitted to relevant
government authorities.
A national leadership
training seminar will
be held for PWD leaders
in order to inform them
about relevant disability
policies and targets.
Seminar and Workshops
will be held on the implementation
of the UN Convention of
the Rights of PWDs, which
has been ratified by the
Bangladesh government.

Facilitate
people with disabilities'
access to local resources:
Appropriate access to
and mobilization of local
resources for people with
disabilities is a focus
of BPKS advocacy and lobbying
activities. Access to
local resources, such
as existing credit institutions
and government facilities,
for people with disabilities
can reduce their dependency
on external resources
which are scarce and mostly
given in the form of charity,
which diminishes the individual's
dignity and self-respect.
This provides a more sustainable
and easily manageable
and accessible resource
source to facilitate the
development of PWDs. PWDs
are guided and advised
regarding access to local
credit institutions and
local government facilities,
and local workshops with
credit and government
institutions and journalists
are conducted to facilitate
their awareness of the
need to make local resources
available to PWDs.
In 2006 in order to facilitate PWDs' access to mainstream local credit institutions available in and around the project areas of BPKS, 15 workshops were organized with 230 participants representing local government, non-government and commercial banks active in micro-credit services.
412 PWDs (203 females and 209 males) were facilitated through PSID projects in 2006 to receive loans from the government’s Social Welfare Department to support their IGA activities.

Facilitating job placement
for people with disabilities
can reduce unemployment
levels, improve their
living standard, and increase
their status and dignity
in their families and
community. Advocacy activities
are conducted to ensure
that the existing government
quota for employment of
PWDs at the local and
national level is met.
Workshops with employers
are organized to facilitate
PWD employment at the
local and national levels.
